Mission & Governance

The mission of the San Mateo County Law Library is to provide access to legal materials to all persons interested in the law. To meet this end, the Law Library is a resource library open to the Judiciary, members of the State Bar of California, and all residents of the County of San Mateo and the State of California for the purpose of legal research and the examination of law books and other legal materials.

The San Mateo County Law Library is governed by provisions of the California Business and Professions Code section 6300 et seq., and a seven-member Board of Law Library Trustees. Currently serving: Steven Schaiman, Esq., President; VACANT-Vice-president; Ms. Linda Crowe; The Hon. Steven L. Dylina; The Hon Joseph C. Scott; Louis A. Liberty, Esq., Timothy C. Wright, Esq. The Board meets on the fourth Thursday of each month at 12:15pm in the Robert L. DuRard Law Library Conference Room. Hours

The Library is open the following hours:

  • Monday-Thursday: 8am-8pm
  • Friday: 8am-5pm
  • Saturday: 12-4pm
  • Sunday: CLOSED
  • Closed Legal and Court Holidays

Circulation

Borrowing privileges are extended to members of the Judiciary, current and good-standing members of the State Bar of California, law students registered with the California State Bar, and employees of the County of San Mateo, acting as agents for their respective departments. In order to check out materials, the following identification must be presented at the time of check out: a current California State Bar Card, current law student/school identification, and/or County of San Mateo employee identification. IDENTIFICATION MUST BE PRESENTED AT TIME OF CHECK OUT.

Materials circulate for an initial period of five calendar days, with one subsequent renewal of five calendar days as long as there are no other requests for the material. This policy applies only to materials that circulate, and does not apply to RESERVE materials which are non-circulating. No other persons may remove materials from the Law Library.

Overdue fines are $1.00 per day, per item.

Reference

Reference service is available Monday-Friday, 8am-5pm. We provide directional assistance in using the collection. The Library staff is prohibited from interpreting any legal material or from giving any opinion or advice.

Activities Not Permitted

The Law Library is a research facility. Just as in any other library, activity which may disrupt other patrons and staff is not allowed. Disruptive or unsafe behavior which is not permitted includes smoking, sleeping, soliciting, use of cell phones and bringing in food or pets. The use of cameras, picture phones, filming and/or videotaping which intrudes into the privacy of other patrons is also not allowed. The use of personal photocopiers and scanners is prohibited. Children are welcome, but must be supervised at all times. Bicycles must be left outside; a rack is provided near the entrance. Harassing of patrons or staff by any means is not permitted. Violation of rules may result in removal from the Library or denial of violator's right of future use.

Print & Audio Resources

The Law Library collection consists of California and Federal statutes, codes, regulations, and cases, practice materials and research references, San Mateo County Ordinance Code, and Municipal Codes of cities, towns and communities within San Mateo County. The Library has a complete CEB print collection and audio materials for MCLE.

Computers & Electronic Resources

The Law Library provides computers for public use with high-speed DSL Internet access at no charge. Electrical outlets and wireless Internet access also available at no charge. Software and subscription services available:

Conference Room

The Robert L. DuRard Law Library Conference Room is available by reservation. Conference room fees are $50.00 for half-day use and $90.00 for full-day use. Payment is due on or before meeting date and should be made payable to the San Mateo County Law Library.
